河南广播电视大学创建于1979年3月，是一所以现代电子信息技术为主要手段，采用计算机网络、卫星电视、文字及音像教材等多种媒体进行远程教育的开放大学。以培养应用型人才为教育目标。先后开设本科、专科200多个专业，已培养毕业生30余万人。现有在校生10余万人。现开设有普通高等教育专科、成人高等教育专科、开放教育本科和专科、网络教育本科、中等专业教育、非学历培训等多种教育形式。

系统建设
       形成了以省电大为中心、22所市级电大为主干、百余所县级电大为支点的覆盖全省城乡的现代远程教育系统。全省电大现有教职工近4000人，专职教师近2000人，其中具有正、副高级专业技术职称的近500人。全省电大共占地215余万平方米，建筑面积近87.1万平方米，固定资产8.4亿元，其中远程教育教学仪器设备总价值1.6亿元，图书资料102万册。省电大校本部占地33.4万平方米，校舍建筑面积7.5万平方米。固定资产总值近2亿元。教学仪器设备资产1600万元。藏书5.4万册，期刊合订本8500册。

资源建设
       建成了千兆带宽的计算机校园网。实现了全省电大教学、管理的一体化计算机联网和实时交互式教学。以教务管理软件、网上教学平台、办公自动化系统3个平台为支撑，组成了贯通全省电大系统的现代化远程教育网络。
       河南电大是河南省数字化校园示范工程高校。全省电大的教师和学生可以通过远程实时双向视频教室、多媒体教室、网上图书馆、网络远程教室及电大在线平台等开展教学和资料查询。
学校重视网络教学课件建设，在引进全国电大优秀多媒体教学资源的同时，积极组织开发、制作。本校开发制作的课件先后获得国际奖、国家级奖20多项、省部级奖10余项。
       全省电大数万台计算机终端均可以完成相互之间的数据共享传递及对互联网的宽带接入访问。学校网站www.open.ha.cn提供WWW、FTP、E-mail、BBS、视频点播组播、办公自动化等服务。计算机网络、卫星电视、文字及音像教材等多种媒体的综合运用，形成了“天网地网结合，三级平台互动”的网络教学及管理环境，满足了普通高等教育、成人高等教育、非学历培训、中等专业教育和开放教育等多种办学形式的需要。
教学科研
       河南电大创立的“两导两学”教学模式，将教师的引导和辅导与学生的个别学习和协同学习相结合，使以教师为中心的封闭式教学转为以学生和学习为中心的开放式教学，由组班教学转为以课程为单元组织教学，由单一的课堂面授教学转为综合运用优化组合的多种媒体教学。实践教学着力培养学生的创造能力和创新精神。目前全省电大校内实践基地466个，校外实践基地639个，这些基地在实践教学中发挥着重要作用。学校的科研工作近年来取得了重大进展。2002—2005年，河南电大共完成各类科研成果近千项，承担的中央电大人才培养模式改革项目的30个课题全部结项。
教学管理
       河南电大创新的“六三一” 教学管理模式，即通过六个环节（教学点建设、招生入学、教学准备、教学过程、课程考核、学籍管理与毕业审核）建设、三级电大（省、市、县）协同、一个教学管理平台监控，形成了比较科学的教育质量保证体系和教学运行机制。通过20多年的人才培养模式的探索和实践，河南电大在突破传统的教学、学习、管理模式，探索构建终身教育体系方面，取得了积极的成效。

发展前景
       全面建设小康社会的奋斗目标为电大的发展提供了新的机遇。河南电大高举现代远程教育旗帜，多种办学形式协调发展，注重质量，突出特色，精心打造品牌。2003年，在郑州新区征地460亩，新校区建设一期工程业已竣工，多层次、多形式的办学格局进一步完善。在未来几年，河南电大将建设5—8个本科和专科重点专业，学历教育在册学生数继续稳定在10万人以上。一个具有一流的远程教育基础设施、一流的远程教育资源、一流的学习支持服务体系和一流的远程教育研究水平的河南广播电视大学，将在构建终身教育体系和建立学习型社会方面，做出新的更大的贡献。

Henan Radio & TV University

Henan Radio & TV University (Henan RTVU) is an open university, established in March, 1979, that adopts modern electronic information technology for distance education. In the 20 years since its inception, Henan RTVU has taught more than 300,000 college graduates in more than 200 specialities. It currently has more than 100,000 enrolled students at polytechnic, college, and university levels, in full and part time courses.

System construction
Henan RTVU has formed a modern distance education network covering all the cities and rural areas of Henan province. The provincial RTVU in Zhengzhou is the center with 22 city branches and more than 100 county branches. Henan RTVU has a staff of around 4000 teachers and administrators with 500 holding senior professional titles. The total areas of Henan RTVU add up to 2150000m2, the school buildings to 871000m2, the books to 1020000 and the fixed assets to 840 million yuan including the distance educational equipment valued at 160 million yuan. The areas of the provincial university add up to 334000m2, the school buildings to 75000m2, the fixed assets to 200 million yuan. Its educational equipment is valued at 16 million yuan, and the books in the libraries number 54000 including 8500 periodical editions.

Resources construction
Henan RTVU has built up a high speed computer campus network while maintaining its real-time interactive teaching and management network. Utilizing educational management software, teaching platforms and office automation systems, Henan RTVU has built a modern distance education network covering the entire province.
Henan RTVU is a digitized campus university in Henan province. All teachers and students may participate in the distance education through a two-way video system, multimedia & network classrooms, on-line library and platforms. The university places emphasize on the use of network teaching software. Although it uses the other provincial RTV University’s outstanding multimedia resources, Henan RTVU has also developed many new teaching software programs which have won over 30 domestic and international awards.
Over 10,000 computers throughout the universities provincial network can share data and Internet access. The school website www. open.ha.cn provides the services of WWW, FTP, E-mail, BBS, video broadcasting and office automation. Literal, audio and video teaching material, satellite TV, and computer networks have formed a teaching and management environment to meet current education needs.

Teaching scientific research
Henan RTVU has developed the educational model “ Tutoring and Learning of Two-way Mode” which combines the teacher’s tutoring role and the student's studying role. This model transfers the traditional teacher-centered program over to a student-centered program, class teaching over to curriculum teaching and face to face teaching over to multimedia teaching. Currently Henan RTVU has 466 inside and 639 outside partners in industry and business. These partners play a vital role in giving the students job experience prior to graduation. The school’s scientific research work has made significant progress in recent years. Henan RTVU, from 2002 to 2005, has completed nearly a thousand studies under its scientific research program including 30 studies for Central RTVU.

Teaching management
Henan RTVU has developed a scientific education quality guarantee system following “ The 631 Teaching Management Pattern”. This pattern places emphasize on building of 6 detailed processes, coordination of 3 levels of RTVU and 1 teaching monitoring platform. After more than 20 years, Henan RTVU has obtained positive results by breaking through the traditional teaching, study, and management patterns and fostering a lifelong education system.
Prospects for development
The goal of creating a better society has provided a new opportunity for the RTV university to develop. Henan RTVU will continue to move forward with its modern distance education program, stressing a coordinated development, improving teaching quality, and developing highly recognized special programs.
Henan RTVU started in 2003 to develop a new modern campus on 460 Chinese acres in ZhengDong New District in Zhengzhou city. The first phase of construction has been completed. In the coming years, Henan RTVU will have 5 - 8 key undergraduate and graduate major programs and more than 100,000 enrolled students. With its first-class resources, study support services, and distance learning infrastructure, Henan Radio & TV University has high expectations for promoting a lifelong education system and building an educated society.
